MISSION OF AIDT
The Mission of AIDT is to provide quality workforce development for Alabama’s new and expanding businesses, and to expand the opportunities of its citizens through the jobs these businesses create.
AIDT, an independent agency under the supervision and oversight of the Secretary of Commerce, encourages economic development through job-specific training. Training services are offered in many areas, at no cost, to new and expanding businesses throughout the State.
AIDT Quality Policy states “AIDT is committed to meeting customer requirements and increasing customer satisfaction through continuous improvement of all our services, with an emphasis on our pre-employment and on-the-job training and our quality management system.”
AIDT’s Total Workforce Delivery System has provided thousands of skilled, motivated employees to Alabama industries since 1971. A quality workforce for Alabama industries requires a quick and complete response. AIDT provides on-the-spot training even before you have a place to provide on-the-job training.
CREATION OF AIDT
AIDT was established in fiscal year 1970-71 as a contract program reporting to the State Board of Education through the Division of Vocational-Technical Education of the Department of Education. At its meeting June 17, 1976, the State Board of Education adopted Resolution 12 approving the establishment of AIDT as a mobile training institute. The purpose of the resolution was to clarify the mission and scope of work performed, as well as authorize administrative, fiscal, and personnel autonomy and flexibility. State Board Resolution 14, approved September 24, 1976, appointed a director, established staff positions and salary schedules, and mandated personnel procedures for AIDT staff identical to those of the technical colleges. AIDT continued operating under the Department of Postsecondary Education when the Alabama Legislature established the Department and the position of Chancellor. There is no legislation specifically creating AIDT. It exists through annual line item funding in the Education Trust Fund budget. In 2012 AIDT became a division of the Alabama Department of Commerce.
AIDT was established to build a healthy state economy by recruiting and training a skilled workforce to attract new industries to the state and to expand existing industries. Job-specific pre-employment and on-the-job training programs are provided. The program provides a full range of customized technical training programs that are offered at no cost to employers and to the trainees. Leadership training programs are also available. In addition to training, AIDT offers services including trainee recruitment and screening, safety assistance, industrial maintenance assessments and continuous improvement/process improvement assessments. Training is conducted by AIDT staff or contracted instructors and delivered through classrooms or 38 Mobile Training Units (MTUs) customized to meet specific company needs. MTUs go directly to the employer site to provide classroom and hands-on training.
ADMINISTRATION OF THE PROGRAM
The program is administered by the AIDT office, a division of the Alabama Department of Commerce. Employers considering location in the state or expanding an already established business in Alabama should contact the AIDT office to request support.
AIDT ISO CERTIFICATION
AIDT, Alabama’s worker training agency, is the first state workforce training organization in the United States to earn international certification for its quality management system. SRI Quality System Registrar auditors certified AIDT’s conformity to requirements for the design, development and execution of pre-employment program training and on-the-job training; workforce training programs, both skilled and non-skilled; training incentive for new business locations and for existing growth businesses and citizens they employ as specified in ISO 9001:2015 standards developed by the International Organization for Standardization (ISO). Having earned its initial registration in 2005, AIDT earned certification for ISO 9001:2015 in June 2016. According to Edward L. Maschmeier, Director, Certification, SRI Quality Systems Registrar: “We are pleased to acknowledge that AIDT has demonstrated effective implementation of a management system. ISO 9001 certification provides evidence to customers, suppliers, employees, and their community of their commitment to producing a quality product (service) and providing customer satisfaction.”
ISO 9001:2015 is process-based; certification recognizes organizations that can link business objectives with operating effectiveness. Companies that achieve management system certification to ISO 9001:2015 have demonstrated effective implementation of documentation and records management, top management’s commitment to their customers, establishment of clear policy, good planning and implementation, good resource management, efficient process control, measurement and analysis. Continual improvement has been institutionalized.
After auditing in April 2017, the SRI Quality System Registrar team reported that AIDT received “unconditional approval” and identified no non-conformities to the ISO standards. “AIDT continues to work to improve our process and management systems,” said AIDT Director Ed Castile. “Our staff consistently strives for superb customer service and methods to improve. Our staff answered the auditors’ questions and provided evidence of their replies. AIDT staff members’ desire to serve clients makes our services strong.”
