POSITION ANNOUNCEMENT
Finance Manager
SYNOPSIS:
Serves as Finance Manager of AIDT responsible for assisting with the development and implementation of policies and procedures, payroll and inventory; fiscal affairs (auditing, budgeting, cash management, investments, contracts, accounting, purchasing and accounts payable); financial information services (state, federal and local reports pertaining to finance); general governmental accounting and reporting functions. Manages functions and staff as assigned. Work is performed with considerable independence and decision-making authority. May perform duties of the Business Manager/Assistant Director as assigned or during the Business Manager/Assistant Director’s absence.
Duties and Responsibilities:
1. Serves as finance manager; responsible for the disbursement of and accountability for public funds in compliance with policy, procedure, regulations, and legal guidelines.
2. Provides effective supervision and development of AIDT personnel in the Financial Services Division charged with administering leases, insurance, checks, contracts, and legal agreements, payroll records, purchasing and bidding of goods, services, and equipment and financial and inventory reporting.
3. Prepares and coordinates annual budgets and financial statements for State Board of Education, Department of Postsecondary Education, State Legislative Budget Office, AIDT staff, and others both externally and internally.
4. Implements and maintains project and financial records for audits by the Department of Postsecondary Education, Department of Examiners’ of Public Accounts, and others.
5. Manages, plans, coordinates and accounts for all expenditures for equipment, materials and resources to ensure expenditures meet organizational guidelines and objectives. Ensures the correct and accurate accounting classification of all expenditures and documents.
6. Provides advice and counsel to Business Manager/Assistant Director regarding the organization’s major financial objectives and management fiscal policies.
7. Manages institute’s fixed asset inventory activities.
8. Remains current on established federal, state and local laws, Board policies and AIDT procedures.
9. Plans, organizes and develops short-term and long-term organizational goals and objectives.
10. Communicates with staff, company representatives, government officials and the general public.
11. Researches, develops and writes recommendations for internal systems.
12. Serves as staff resource and troubleshooter.
13. Recruits, interviews, selects, trains and develops new and existing employees as appropriate.
14. Plans daily/weekly work schedule.
15. Manages AIDT resources within assigned area(s) of responsibility.
16. Manages multiple projects concurrently.
17. Accepts and manages the development and implementation of special projects, and other work-related duties and responsibilities as assigned.
18. Travels in and out of state as required to perform job duties.
19. Contributes to and extracts from the information flow of the Institute using automated tools.

4. Ability to use accounting/inventory applications, including spreadsheets, databases and other related computer software and hardware.
5. Ability to implement appropriate financial systems, specifically fund accounting practices.
6. Skill in communicating effectively verbally and in writing.
7. Ability to comprehend technical literature and processes.
8. Skill in subjective and objective evaluations of people and projects.
9. Ability to effectively present information to groups in a classroom or lab environment.
10. Ability to work flexible hours based on project needs.
11. Ability to set and meet deadlines and handle multiple projects concurrently.

14. Skill in effectively supervising AIDT employees in the coordination of assigned responsibilities.

MINIMUM QUALIFICATIONS
Bachelor’s Degree with a major in Accounting or related field; further, a minimum of five (5) years of progressive work experience in the
management of financial and governmental accounting practices, procedures, and legal processes; and, a minimum of three (3) years of
supervisory experience. The Bachelor’s Degree must be from a duly accredited institution recognized by the Alabama Department of

SALARY AND GENERAL
Initial placement will be based on experience and education applicable to the C2 salary schedule, within a range of $63,163 – $77,082.
